Cotswold District Council has withdrawn from defending its refusal of a 195-home development in Moreton-in-Marsh, saying the planning system now favours housing development 'almost regardless of local concerns'.
Housing Minister Matthew Pennycook has rejected the Council's request to rethink the district's housing target, despite three letters from Council leader Mike Evemy highlighting local constraints.
The Reg 18 consultation closed on 2 January 2026. The Reg 19 consultation is expected in August 2026.
